If the boat ramp is too busy, there is a plastic dock where you can launch your kayak on the Potomac River. This is a spot with FREE parking, with the Pentagon on one bank and the Washington Monument on the other. It is a loud paddle due to auto and air traffic, but it is a uniquely patriotic paddle.
The Potomac is larger than the Anacostia and will have larger boats, wind, and waves. Traffic and parking are always an issue here, but it is possible to shuttle (maybe best done with a bicycle on the Mount Vernon Bike Trail which parallels the Potomac River).
